For the period of April 1, 2008 to March 31, 2009 the forecast Owens
Valley runoff is 356,100 acre-feet, or 86% of normal. According to the well
ON/OFF provisions of the Water Agreement, approximately 144,000 acre-feet of
water is available for groundwater pumping from Owens Valley wellfields.
Currently, LADWP pumping is governed by the ON/OFF provisions of the Water
Agreement and the Interim Management Plan (IMP) agreed upon by Inyo County
and
LADWP. Accordingly, LADWP’s planned pumping is limited to 66,800 acre-feet
for 2008-09 runoff year.
ICWD received the DRAFT DWP Operations Plan on April 18, 2008. No digital copy was provided. The proposed plan presents total pumping of 66,800 acre-feet in the Owens Valley for the 2008-2009 runoff-year. ICWD reviewed the draft plan and commented on April 28th with the following letter to DWP.
